Well, Artifacts are random items found in random locations.. hmm not entirely true.. artifacts appear in the same locations but randomly at different times. Once one is collected, an artifact may not appear for up to 4 hours in that same location.
The type of artifact is random though. I have had the same artifact appear twice at the same location, but not always.
You'll often find them on the ground, in buildings, tree stumps, wagons, bushes, rivers, lakes, ponds, in between and on top of rocks, virtually anywhere in the world of Telara.

Whats their purpose?
Basically they are quests done in reverse. By that i mean you first have to find all the artifacts for a set.. anything from 2-10 artifacts per set.
You then have to turn in those sets to an Artifact Collector:
- Defiants: Enrinke Shinuas (Behind the Rogue/Mage/Cleric Trainers in Epoch Plaza at Meridian)
- Guardian: Fenric Duboard (First ramp up on the left inside the Sanctum of the Vigil at Sanctum)
As you can see in the image above, you receive at least a Lucky Coin sometimes you get other items also, but always a Lucky Coin.
You can then use these Lucky Coins to purchase items from those vendors such as Companion Pets, , mounts, novelty items that turn you into other forms.
Like all currencies you can click on the button on the right of the bag and money bar.
Then you will see this dialog,
At the time of writing this, I haven't found any other uses for the artifacts or the Lucky Coins.
Oh and there are at least 5x achievements for turning in Artifacts eg: your first turn in gains you the Beginner Antiquarian
